पोखरा । गण्डकी प्रदेश सरकारले नयाँ आर्थिक वर्षको पहिलो दिनदेखि नै लागू हुने गरी करको दर तोकेको छ । प्रदेश सरकारले संघीय सरकार र स्थानीय सरकारले उठाउनेबाहेकको कर निर्धारण गरेको हो । सरकारले बजेटमार्फत १ अर्ब ६९ करोड ९५ लाख रुपैयाँ कर उठाउने लक्ष्य लिएको छ । घरजग्गा रजिस्ट्रेसन, प्राकृतिक स्रोत शुल्क, सवारी साधन, विज्ञापन, मनोरञ्जन, प्राकृतिक स्रोत शुल्क, पर्यटन, र मनोरञ्जन कर उठाउन उठाउने गरी शुल्क निर्धारण गरेको छ । प्रदेश सरकारको आर्थिक विधेयकअनुसार साउन १ गतेदेखि नै लागू हुने गरी शुल्क निर्धारण गरिएको अर्थमन्त्री किरण गुरुङले जानकारी दिए । जग्गाको राजीनामा, सट्टापट्टा र सँगोलनामाको लिखत थैली अंकमा महानगरपालिकालाई ५ प्रतिशत, नगरपालिकालाई ४ प्रतिशत र गाउँपालिकालाई २ प्रतिशत कर जानेछ । अंशबण्डा तथा अंश भर्पाइ गर्दा ३० लाखसम्मको थैली अंकमा महानरपालिका, नगरपालिका र गाउँपालिकालाई समान ०.२ प्रतिशत कर बुझाउनुपर्नेछ । ३० लाखदेखि २ करोडसम्म ०.५ प्रतिशत र सोभन्दा माथि १ प्रतिशत कर स्थानीय तहलाई बुझाउने गरी शुल्क निर्धारण भएको छ । यस्तै चलचित्र घरहरुले पनि तहअनुसारको शुल्क बुझाउनुपर्नेछ । चत्रचित्र हलको प्रवेश शुल्कबाट १५ प्रतिशत महानगरपालिका, १० प्रतिशत नगरपालिका... विद्यार्थीलाई चार लाखको छात्रवृत्ति

Historical Background Nongovernmental organization (NGOs) are proliferating in the world today, and their role in development process, especially in the developing nations, has gained wide recognition. They have become supplementary agencies often more successful than government authorities in reducing the problems of disadvantaged places and people (Ojha, 1996). The emergence of formal nongovernmental organizations (NGOs) is a relatively recent phenomenon in Nepal. However, the concept of community-based organization (CBO) has a long historical tradition. At present, the scope of the NGO community has broadened in both number and character. People-based or community-based systems are not new to Nepal.
